香港历来被称作亚洲最安全城市，近日，香港常出现故意寻衅滋事的飞车组织。警方对飙车一族、也被称作“飞车党”的犯罪群体一贯是零容忍态度，于是警务处专门从交通部抽调精英组成“反飞车组”，对飞车党展开专项治理。以程志飞为队长的反飞车组，开始着手调查。一个以蒋小海为首的黑市赛车组织浮出水面，该组织想秘密在香港举办一次黑市赛车，从中谋取非法利益。在警方的调查过程中，程志飞与蒋小海十五年之前的恩怨也浮出水面；而他们都因为这个恩怨十五年来一直同样受困于心理折磨无法释然。蒋小海因此走上黑市赛车的道路。程志飞与蒋小海均面临人生、命运，以及正义与犯罪的重大选择。
